📄 End Point Assessment (EPA) Organisation Fees – Terms and Conditions

These terms outline the financial responsibilities related to End Point Assessment (EPA) resits and cancellations, in line with the latest apprenticeship funding rules and EPAO policies.

📝 Resits

  • In accordance with DfE apprenticeship funding rules, resit fees are not covered by apprenticeship funding and must be paid by the employer.
  • While City Skills aims to fully prepare apprentices for successful first-time assessment, the EPA process is conducted independently and outcomes cannot be guaranteed. If a resit is required, the associated costs will be passed directly to the employer.
  • Typical resit fees range from 50% to 75% of the full EPA cost, depending on the End Point Assessment Organisation (EPAO) and whether a full or partial reassessment is required.

❌ Cancellations

  • Many EPAOs apply cancellation fees when assessments are cancelled at short notice, to cover administrative and booking costs.
  • A minimum of 5 working days’ notice is usually required to avoid a cancellation fee. Late cancellations may result in charges, typically equivalent to 50–75% of the EPA fee.
  • These fees apply regardless of the reason for cancellation, including illness. While City Skills continues to challenge this policy, EPAOs currently maintain their right to charge.
  • Any cancellation fees incurred will be passed on to the employer at cost, with no additional admin fees from City Skills. We will provide evidence of the charges on request.

đź’ˇ Advice for Employers

  • Employers are strongly encouraged to avoid unnecessary cancellations or missed EPA assessments. Any fees resulting from resits or cancellations are the employer’s responsibility, as per the funding rules.
  • These terms apply immediately and reflect current ESFA guidance and decisions made independently by each EPAO.

By participating in an apprenticeship programme with City Skills, and engaging in the EPA process, employers accept financial responsibility for:
  • Resits, where the apprentice does not pass first time
  • Late cancellations, where notice is insufficient per EPAO policy
We appreciate your cooperation and understanding. While such charges are rare and often avoidable, they are part of the formal apprenticeship framework and outside of City Skills’ control.
